She believed for all these years that she was responsible for all of this. Her punishment was only to tell the truth. It was her father her kept her there. The police discovered that he was one of the elders. He was one of those who 'punished' Alessa. As a sacrifice he let her stay in Silent Hill. He allowed Alessa to let them take her life. If only they spared his.
Now hes on trial for her murder.
Hes sacrifice became his punishment.
Alice knew the truth in the end and so she didnt see any reason to ask for help. To say sorry or even tell her father she loved him. She wanted to die.
